The rates of pay for excluded and unrepresented employees in those parts of the Public Service listed in Schedule I of the Financial Administration Act (FAA) and other portions of the federal public administration named in Schedule IV to the FAA are established by the Treasury Board pursuant to section 11 of the FAA. For some employees, NJC rates and allowances represent a very substantial component of overall compensation. For employees who serve outside Canada or at isolated posts within Canada, these benefits address unique attributes of the communities where they work or provide reimbursement for high costs and special expenses.

Seventy-five percent (75%) of the meal and incidental allowances as specified in Appendix C and/or D, as applicable, shall be paid starting on the 31 st consecutive calendar day and fifty percent (50%) of the meal allowance on the 121 st consecutive calendar day of travel status at the same location when corporate residences or apartment hotels are available to a traveller in the area Employees who sought tax advice to better understand tax implications of Phoenix-related pay issues can claim expenses of up to $200 per year (taxes included).
